The RCS (HV) is a useful device block for a Hover Vessel, allowing it to more easily rotate left/right and pitch up/down. It also allows the hover vessel to flip itself right-side up by pressing Shift from the cockpit, in the event your HV gets flipped on it's side or upside down.
